Home Healthcare, Hospice and Community Services offers several transportation programs to assist people to get to medical appointments and other daily activities, including other social services, shopping recreation, employment, and wherever people need to go. Our dispatchers are on hand from 7:30 a.m. to 7:30 p.m. during the Keene State College academic year, and 7:30 a.m. to 5:30 p.m. during the summer and semester breaks, to answer questions or help you to get where you need to go.

Bus Lines – May/June 2015
The City Express is Keene’s Bus for Everyone, public transportation in the City of Keene. The service operates Monday through Friday from 8 a.m. to 5 p.m. The City Express operates two routes stopping at 16 locations throughout the City, including major shopping areas and downtown, medical and recreational facilities and many residential areas. The City Express can also stop along the route if ‘flagged’ as long as it is safe to stop.
A third City Express route, the Campus/Community shuttle, operates during the Keene State College academic year; it does not operate during the summer and or semester breaks. This route stops at locations on the Keene State College campus, the Riverside Plaza and Monadnock Marketplace.
All City Express buses and the trolley are wheelchair lift equipped and meet the requirements of the Americans With Disabilities Act.
All City Express buses are equipped with easy-to-use bike racks. Each bus can accommodate two bicycles. Riders are responsible for loading and unloading their own bikes. If the rack is full, you will need to wait for the next bus. For safety reasons, bikes may not be brought inside the buses.
The Friendly Bus provides assisted transportation services for senior citizens age 60 and over.
The Friendly Bus schedules rides one day in advance. The dispatch desk is available Monday through Friday from 8 a.m. to 4:30 p.m. to take calls. Rides are scheduled on a first come, first serve basis. Rides can be scheduled for pick up and return from 7:45 a.m. to 4 p.m. The Friendly Bus can be reached at 352-8494.
If you are a first-time rider, let the dispatcher know:
- Your name
- Address and directions to your house
- Phone number
- Any special needs that you have, such as a walker, cane, or oxygen so that we can better assist you. If you use a wheelchair, is there a ramp at your residence?
- Medicaid number if you have one
The dispatcher will give you a pick up time. You may also set a return time with the dispatcher, or call when you are finished with your appointment. The last pick up is scheduled at 3:45 p.m.
If you must cancel your appointment, please let the dispatcher know as soon as plans have changed.
The Para Express is complimentary paratransit services for individuals with transit disabilities who live within 3/4 mile of the City Express route but who are certified as not able to use the regular City Express service. Services are available for those who have been certified as having a transit disability; that is a disability that prevents use of the regular fixed route service.
If you are a person with a disability, you or your care provider may request an application to be certified as having a transit disability. Applications are available in large print or Braille format. To request an application, call the City Express Office at 352-8494.
Certifications are granted based on individual needs and circumstances, depending on the disability. Eligibility determinations are made within 21 working days of the application. Your certification is valid nationwide. If you are not deemed eligible, you may appeal the determination.
Para Express services are available on the same schedule as the City Express fixed route service, Monday through Friday from 8 a.m. to 5 p.m., and until 7:30 pm on the Campus Community Shuttle route during the KSC year. Reservations for Para Express must be made by 5 p.m. for next day service.
The City Express welcomes visitors who have certification from another transit agency. Eligibility is honored for 21 days from your first ride. We strongly recommend that those planning to stay after the 21 day visitor period begin the application process immediately.
All vehicles are compliant with the Americans with Disabilities Act requirements, including lifts, pull cords and other assistive devices.
Transportation services do not operate on the following holidays:
- New Year’s Day
- President’s Day
- Memorial Day
- 4th of July
- Labor Day
- Thanksgiving Day
- Day after Thanksgiving (City Express will operate)
Your Civil Rights
HCS Transportation Programs (VNA at HCS) operates its programs and services without regard to race, color or national origin in accordance with Title VI of the Civil Rights Act. Any person who believes they have been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with VNA at HCS or with the Title VI Coordinator at the State of New Hampshire. Any such complaint must be in writing and submitted to the City Express within 180 days following the date of the occurrence. Complaints may be filed with:

Bus & Fare Information
City Express fares are $1.00 a ride; discount tickets are available from the bus drivers.
The Friendly Bus rides are available on a donation basis. A $2.00 donation per round-trip is suggested.
Para Express rides are $2.00 per round-trip. Reservations for Para Express trips must be made by 5 p.m. for next day service.
Tickets can be purchased on any City Express vehicle or at the Transportation Office of Home Healthcare, Hospice and Community Services at 312 Marlboro Street in Keene.
In the event of inclement weather that makes travel unsafe, notification that the transportation services will not be running is aired on local radio stations, posted on Facebook, and will be noted on the home page.
